JUDGMENT Hon'ble Dilip Gupta, J. In pursuance of the order passed by this Court on 26 May 2014, instructions received by the learned Counsel for the Nagar Nigam, Meerut have been placed on the record. 2. The first issue which is highlighted is in regard to the slaughter house at Hapur Road. This slaughter house which was situated in the heart of the city was causing air and water pollution. This was the subject matter of both a Special Leave Petition before the Supreme Court (S.L.P. No.10174 of 2006) and a writ petition before this Court (W.P. No.70609 of 2009). The slaughter house, the Court has been informed, has been demolished on 1 May 2012 and a girls school has been established on the land which was earlier used for the slaughter house. 3. The second issue relates to the construction of a new slaughter house in village Ghosipur, District Meerut. As regards this issue, it has been stated that on 12 March 2012, the Supreme Court has in a Special Leave Petition arising out of a judgment of this Court dated 26 July 2011 in Writ Petition No.71568 of 2010 granted an order of status quo until further orders. Consequently, the slaughter house at Ghosipur has not been set up. 4. The third issue relates to the permission granted by the State Government for construction of a temporary slaughter house in village Ghosipur in respect of which, it has been stated, that a direction was used by the U.P. Pollution Control Board pursuant to which slaughtering has stopped since 13 June 2013. 5. The fourth issue is that the Union of India has issued a license to 15 units for the export of meat but these units are operating outside the territorial limits of Nagar Nigam, Meerut. 6. The instructions which have been placed on the record do not indicate what are the present arrangements in regard to the slaughter of animals. However, the Court is informed that slaughtering is taking place outside the territorial limits of the Nagar Nigam. It is necessary for the Court to be apprised of whether these places are regulated and controlled by the U.P. Pollution Control Board. We are, therefore, of the view that it is necessary for the State Government, the U.P. Pollution Control Board as well as the Nagar Nigam, Meerut to file their counter affidavits in these proceedings. 7.

The proceedings have been treated as suo moto petition in public interest following the report submitted by the learned Administrative Judge, Meerut which highlights the problem of pollution caused by slaughtering of animals. We would specifically permit both the Nagar Nigam, Meerut and the U.P. Pollution Control Board to obtain a copy of the order of the learned Administrative Judge which forms part of the record and deal with the problems that have been highlighted in the report. 8. The counter affidavit shall be filed by 30 July 2014. The petition shall be listed as fresh on 6 August 2014. The Registry shall make available a copy of the papers forming part of the suo moto P.I.L. including the report of the learned Administrative Judge to the learned counsel appearing on behalf of the respective parties, including the Chief Standing Counsel.
