ORDER : Per D.N. Patel, J. - It is submitted by learned counsel for the petitioner that the State has been bifurcated from November 2000 onwards and there is lot of traffic problems in the city of Ranchi and not a single plot has been acquired for the purpose of construction for parking. Some Detail Project Reports about the four fly overs are still pending. 2. Learned counsel appearing for the Ranchi Municipal Corporation submitted that Shri Manoj Kumar, Chief Executive Officer of the Ranchi Municipal Corporation is present in the Court and it is submitted by him that near Sujata Chowk in the city of Ranchi, there is a proposal of land acquisition for the purpose of parking and the files are lying with the Government. So far as one more place is concerned, which is popularly known as Naga Baba Khatal near Civil Court of Ranchi, there is also a proposal for hut as well as some underground parking. 3. Learned counsel appearing for the State submitted that the file for the land acquisition of the property near Sujata Chowk is pending with the Government and the details of the same will be pointed out, by the next date of hearing. 4. In view of these submissions and looking to the traffic problem in the city of Ranchi, it appears that there is dire need of land acquisition near Main Road for the parking purpose. Minimum it should have been for one thousand cars and one thousand two wheelers. Future of the public of the Ranchi city depends upon the foresight of the high ranking officers. Narrow foresight of the high ranking officers of the Ranchi Municipal Corporation means a misfortune for the public of Ranchi city. We, therefore, direct the Chief Executive Officer Ranchi Municipal Corporation to file an affidavit mentioning therein as to what is the action plan for construction of parking near Main Road at Ranchi city because not a single plot has been acquired for construction of the parking since the year 2000. The Chief Executive Officer, Ranchi Municipal Corporation is not aware that what is the actual registration of the four wheelers in the city of Ranchi. Day to day, the vehicles are increasing in the city of Ranchi. There is dire need of parking place at Main Road in the city of Ranchi.

It is expected from the Chief Executive Officer, Ranchi Municipal Corporation that till the next date of hearing, an affidavit shall be filed about his vision for construction of parking for the rank and file of the city of Ranchi. The Deputy Commissioner, Ranchi will also file an affidavit regarding land acquisition for which proposal has already been made by the Ranchi Municipal Corporation as well as regarding Detail Project Reports for four fly overs which are lying since long with the Government of Jharkhand (Road Construction Department). We also direct the Secretary. Road Construction Department to file an affidavit about four fly overs for which, Detail Project Reports are already lying with the Government and further future plan about the fly overs in the city will be pointed out by the Secretary of the concerned Department. We also direct the Chief Executive Officer, Ranchi Municipal Corporation as well as the Vice Chairman, Ranchi Regional Development Authority (respondent No.7) to file affidavits about Annexure-3 of this petition that what action they have taken for increasing width of the road. It appears that all the planning is being done by the Ranchi Municipal Corporation as well as by the Ranchi Regional Development Authority as well as by the Government of Jharkhand only on paper and now it is high time to executive those keen and planning. Enough planning is being made in the State of Jharkhand. It requires full commitment by the high ranking officers to implement their planning. Whatever planning is done, if it is implemented perhaps the problem of traffic would have been by large reduced. 5. The matter is adjourned to be listed on 17th February, 2014. 6. Presence of Shri Manoj Kumar, Son of Shri Chandrika Prasad, Chief Executive Officer, Ranchi Municipal Corporation is not required, till further orders. Ordered accordingly.
