JUDGMENT 1. The Petitioner has projected the present Writ of Mandamus praying for an issuance of an order by this Court in directing the Respondent to consider his representation dated 08.04.2010 and to pass appropriate orders in regard to the issuance of pucca Sale Deed in his favour in regard to Plot No.7, Door No.215/2, Erukkanchery High Road, Chozhan Nagar, Vyasarpadi, Chennai – 39. 2. According to the Petitioner, the Respondent Administration allotted him the Plot No.7, Door No.215/2, Erukkanchery High Road, Chozhan Nagar, Vyasarpadi, Chennai – 39, and he had paid the amount in 20 monthly instalments. Further he was informed that since the Plot was converted as commercial one, he should pay Rs.50,000/- and that was also paid by him. However, it appears that the Sale Deed has not been issued by the Respondent / Managing Director of Tamil Nadu Slum Clearance Board, Chennai. In this regard, the Petitioner has made a representation to the Respondent on 08.04.2010, but the same has not met with any positive response. 3. In view of the limited prayer sought for by the Petitioner in the Writ Petition, viz., an order may be passed by this Court directing the Respondent to consider his representation dated 08.04.2010 as regards the issuance of sale deed in respect of Plot No.7, Door No.215/2, Erukkanchery High Road, Chozhan Nagar, Vyasarpadi, Chennai – 39, this Court, on the basis of Equity, Fair Play, Good Conscience and even as a matter of Prudence directs the Respondent / Managing Director, Tamil Nadu Slum Clearance Board, Chennai, to consider the representation of the Petitioner dated 08.04.2010 in a fair, just, objective fashion and also in a dispassionate manner and to pass a reasoned speaking order on merits (by assigning an outline of process of reasoning) within a period of four weeks from the date of receipt of a copy of this order (of course, after adhering to the principles of natural justice by providing opportunity to the Petitioner, if situation so warrants). To facilitate the Respondent to pass appropriate orders on the representation of the Petitioner dated 08.04.2010, this Court directs the Petitioner to submit a fresh copy of his representation dated 08.04.2010 to the Respondent within a week from the date of receipt of a copy of this order. 4. With the aforesaid directions, the Writ Petition stands disposed of. However, there will be no orders as to costs.
