JUDGMENT By the Court.—Heard learned counsel for the petitioner and Sri Baleshwar Chaturvedi for the respondent. 2. The petitioner applied for a tubewell connection for a five horse power electrically operated motor in the year 2010. 3. The contention of the petitioner is that he was never informed about the estimate pertaining to the said connection and he was waiting for a reply from the respondent electricity department. 4. Recently, on information received he has come to know that the estimate dated 27.2.2010, copy whereof is Annexure 2 to the writ petition had been prepared and since the petitioner did not comply with the aforesaid invoice and the conditions thereof, the petitioner’s application form appears to have been consigned. 5. We have also perused the said estimate, and from the last part of Clause 3 it appears that some months were provided to the petitioner to complete the formalities which does not appear to have been done. 6. Almost four years have passed by and in such circumstances the application cannot be revived and the petitioner would have to exercise other options. 7. However, in the instant case Sri Chaturvedi informs that the Government Order dated 15.5.2012 at Serial No. 19 of Schedule has declared the block of the petitioner, namely Hathras a dark area and as such no such connection for tubewell can be granted. 7.
