Judgment K.K. Sasidharan, J. 1. The learned counsel for the petitioner seeks permission of this Court for withdrawal of the writ petition with liberty to challenge the order of dismissal. He has also made an endorsement indicating that he is withdrawing the Writ Petition. 2. In view of the endorsement so made by the learned counsel for the petitioner, the Writ Petition is dismissed as withdrawn, with liberty. However, the liberty granted by this Court should not be treated as an expression of opinion on the merits of the matter. No costs.
