Judgment : 1. The petitioners were all appointed as Seasonal Bill Clerks by the Tamil Nadu Civil Supplies Corporation Ltd. According to the petitioners, the corporation used to engage them during the peak season and thereafter, they will be disengaged. This practice was continued for the last many years. 2. It is the case of the petitioners that the corporation has prepared a Region wise Seniority List among the Bill Clerk, Helper and Watchman on the basis of their length of service, seniority and communal rotation to appoint them depending upon the vacancies. The General Manager of the Tamil Nadu Civil Supplies Corporation has also issued a circular dated 01.02.3013 directing the Regional Managers to regularise the services of these seasonal employees taking into account the vacancies. It is the grievance of the petitioners that the second respondent has not taken any follow up action and as such they are before this Court. 3. The learned counsel for the petitioners submitted that the respondents have already appointed several seasonal workers and the present petitioners alone were discriminated. 4. The second respondent is directed to consider and dispose of the representations made by the petitioners on 14.07.2014, 23.06.2014, 23.06.2014 and 24.06.2014 respectively, on merits and in the light of the common order dated 04.11.2013, passed in W.P. No.9288/2013, 16677/2013 & 16678 of 2013 and taking into account the relevant regulations framed by the Tamil Nadu Civil Supplies Corporation Ltd. Such exercise shall be completed within a period of eight weeks from the date of receipt of a copy of this order. 5. The Writ Petitions are disposed of with the above direction. No costs.
