Judgment 1. The petitioner seeks for issuance of writ of mandamus directing the first respondent to consider the petitioner's representation dated 18.08.2013 and to restore the patta NO.1592, dated 13.5.1974 in favour of the petitioner and other joint owners by cancelling the patta number 12 granted in favour of the 2nd respondent during UDR Scheme in respect of Survey Numbers 205/01, 205/3, 205/4 206, 207/2 of the total extent of 5 Acres 96 cents which is situate at Semmarikulam village, Tiruchendur Taluk, Tuticorin District. 2. When the writ petition came up for admission on 27.08.2013, the petitioner was directed to implead the other joint pattadhars and the said direction was not complied with. 3. The learned counsel appearing for the petitioner submitted that the petitioner is unable to locate the joint pattadhars and their address. 4. In such circumstances, no positive direction sought for can be granted, since the rival parties have not been impleaded in the writ petition. 5. In the light of the above, without going into the merits of the matter, the first respondent is directed to consider and dispose of the representation dated 18.08.2013, after issuing notice to the petitioner and other joint pattadhars to the address available in their records and pass orders on merits and in accordance with law. 6. With the above observation, the writ petition is disposed of. Consequently, connected M.P. (md).No.1 of 2013 is closed. No costs.
