Judgment 1. This writ petition has been filed for a writ of mandamus to direct the respondent to grant permission and protection for Annual Kabadi Meet to be held on 20.9.2014 and 21.9.2014 at Thayanur Village, Srirengam Taluk, Trichy District. 2. It is stated in the affidavit filed in support of this writ petition that the petitioner has formed a Kabadi Team and every year, a Kabadi tournament is conducted in petitioner's village. Now for this year, the tournament is scheduled to be held on 20.9.2014 and 21.9.2014. The petitioner made a request to conduct the Kabadi Tournament, but the same has not been considered so far. Hence this writ petition. 3. The learned Additional Government Pleader appearing for the respondents submitted that earlier, this Court, in W.P.(MD)No.394 of 2014, by order dated 08.01.2014, directed the respondent to accord permission and hence following the same, a similar order would be passed. 4. Accordingly, if the respondent is directed to pass appropriate orders granting permission to the petitioner to conduct the Kabadi tournament at Panchayat Union High School Thidal, Thanayur Village, Srirengam Taluk, Trichy District on 20.9.2014 and 21.9.2014 from 06.00 a.m. to 10.00 p.m., subject to the following conditions: 1) The petitioner should ensure that sufficient medical facilities are available at the venue; 2) There should not be an kind of play of communal songs praising any communal leader; 3) There should not be any flex boards or hoardings depicting any particular community during the said competition and there should not be any speeches in regard to any communal propaganda; 4) It is open to the second respondent to impose other reasonable restrictions for the conduct of Kabadi tournament in public interest and to ensure peace; 5) The said Kabadi tournament should be restricted on 20.9.2014 and 21.9.2014 from 06.00 a.m. to 10.00 p.m.; 6) If there is any violation, the concerned police officer is permitted to take necessary action as per law and stop such competition; 5. The Inspector of Police, Somparasampettai Police Station, Tiruchy District, is directed to issue permission incorporating the above conditions. However, police protection charges should be borne out by the organizer of the match. 6. The writ petition is disposed of accordingly. No costs.
