Judgment 1. By consent of parties, the writ petition itself is taken up for final disposal. 2. According to the Petitioner, he is one of the Committee Members of 'Angalamman Tharanikumar Kabadi Group' and also a local resident of Malaiyadipatti Village, Manapparai Taluk, Trichy District. In the Petitioner's area, for any function or festivals, they would conduct 'Kabadi Game' to celebrate the festivals. For the past three years, the 'Kabadi Game' was conducted in a peaceful manner. 3. To commemorate Diwali festival, the Petitioner and other ten persons as organisers had planned to conduct 'Kabadi Game' as part of the said events on 22/10/2014 and 23/10/2014. Therefore, he had approached the Second Respondent/Inspector of Police, Vaiyampatty Police Station, Trichy District on 10/10/2014 to stage the aforesaid programme on 22/10/2014 and 23/10/2014. The said application was received and forwarded to the higher authorities for approval. Till date, the Second Respondent had not granted permission to conduct 'Kabadi Game' on 22/10/2014 and 23/10/2014 respectively. 4. Per contra, the Learned Additional Government Pleader takes notice on behalf of the Respondents and brings it to the notice of this Court that the Respondents do have an apprehension that if the permission is granted by this Court to conduct 'Kabadi game' on 22/10/2014 and 23/10/2014 respectively, then there is a possibility of cropping up of Law & Order problem. 5. In view of the fact that the Petitioner has projected the present Writ Petition seeking permission of this Court to conduct 'Kabadi Game' on 22/10/2014 and 23/10/2014 in connection with Diwali festival at Malaiyadipatti Village, Manapparai Taluk, Tricy District, this Court grants permission to the Petitioner and other ten organisers to conduct the aforesaid 'Kabadi Game' on 22/10/2014 and 23/10/2014 from 06.00 p.m., to 02.00 a.m., on each dates, subject to the following conditions. (i) The Petitioner and the Organisers of the Event Committee should ensure that sufficient medical facilities are available at the venue of 'Kabadi Tournament'. (ii) There should not be any kind of play of communal songs praising any communal leaders. (iii) There should not be any kind of flex boards or hoardings during the said 'Kabadi Game'. (iv) The said tournament is permitted to be conducted on 22/10/2014 and 23/10/2014 between 06.00 p.m., and 02.00 a.m. (v) It is also open to the Second Respondent/Inspector of Police, Vaiyampatty Police Station, Trichy District to impose other reasonable restrictions for the conduct of 'Kabadi Tournament' in public interest and to ensure peace during the said 'Kabadi Game' for the two days in question. (vi) If there is any violation, the concerned Police Officer is permitted to take necessary action as per Law and stop such competition immediately. (vii) The Second Respondent/Inspector of Police, Vaiyampatty Police Station, Trichy District is directed to obtain a formal Petition/Application from the Petitioner in regard to the conduct of 'Kabadi Event' on 22/10/2014 and 23/10/2014 and to incorporate the above conditions at the time of granting permission positively by 05.00 p.m., on 20/10/2014. 6. With the aforesaid directions, this Writ Petition is disposed of. No costs.
