Judgment : 1. The limited prayer sought for by the Petitioner in the present Writ Petition is for passing of an order by this Court in directing the Respondents to dispose of his Appeal dated 8/9/2014 pending before the Third Respondent within a time to be fixed by this Court. 2. At this stage, this Court, without going into the merits of the matter and also not expressing any opinion and further also not delving deep into the contents of the representation dated 8/9/2014 in the interest of Justice, Fair Play, Equity, Good Conscience and even as a matter of prudence directs the Third Respondent/Special Deputy Collector (Stamps), Tirunelveli to dispose of the representation of the Petitioner dated 8/9/2014 within a period of four weeks from the date of receipt (of course after providing necessary opportunities to the Petitioner by adhering to the principles of natural justice). While passing orders of the representation of the Petitioner dated 8/9/2014, the Third Respondent is directed to consider the representation of the Petitioner in an objective, dispassionate manner and to pass quantitative and qualitative order, after taking note of the attendant facts and circumstances of the present case in an integral fashion. 3. With the above direction, this Writ Petition is disposed of. No costs.
