Judgment Sanjay Kishan Kaul, J. 1. We heard the learned Counsel for parties and with consent of the learned Counsel for parties, the following directions are issued:- (i) The fee and other charges payable at the time of admission, should be mentioned in the prospectus of the private colleges. (ii) For the candidates to have sufficient time to shift their admission from one college to the other, the merit list should be published on 20th September, instead of 23rd September of every year. Consequently, the commencement of admission should be from 20th September and the last date of admission should be 27th September so that one week's time is available inclusive of any holiday, for a candidate to shift admission. (iii) The rank list as per Clause 5 of the proceedings of the second respondent dated 4.8.2014, should be hosted at 11.00 A.M. on 20th September and continued to be hosted throughout the entire period of it's currency till 5.00 P.M. of the closing date. This list should also be hosted on the website and displayed on the notice board of the private participant colleges. 2. The aforesaid arrangement should be made applicable from the next year. 3. The writ petition accordingly stands disposed of in the terms aforesaid. No costs.
