Judgment: Heard. The grievance of the petitioner is that against the order Annexure P-4, petitioner's appeal is pending before respondent No.2 and the said authority is not deciding the same. By placing reliance on the order sheets of the proceedings pending before Collector, it is contended that there is unreasonable delay in deciding the matter. I have heard the learned counsel for the parties on this aspect. The order sheet dated 16.9.2013 shows that the matter was finally heard by the then Collector. However, on 28.1.2014 the matter was released because of transfer of the earlier Collector. Thereafter, the matter is now fixed on 5.5.2014. On perusal of the order sheets, it is clear that the matter is at the final stage. Considering the aforesaid, I am only inclined to direct the Collector to expedite the hearing and decide it expeditiously, preferably within 60 days. It be noted that this Court has not expressed any opinion on the merits of the case. Petition stands disposed of.
