ORDER : Having regard to the prayers made in the writ petition, particularly, prayer (a) declare 'right to die with dignity' as a fundamental right within the fold of right to live with dignity guaranteed under Article 21 of the Constitution of India and the issues pointed out in the reference order, we are of the view that the State Governments and Union Territories need to be heard. 2. Issue notice to the State Governments and Union Territories, returnable in eight weeks. In addition to the ordinary process, the notice on the State Governments and the Union Territories may be served through their standing counsels in the Supreme Court. 3. We request Mr. T.R. Andhyarujina, learned senior counsel, to assist the Court in the matter as amicus curiae.
