JUDGMENT Ashim Kumar Roy, J. : The petitioner is a Licensed Gramin Stamp Vendor and his area of operation within the local limit of Saidpur Village, Murshidabad. It is contended by the learned Counsel for the petitioner that the same is the only source of income of the petitioner but due to poor sale of stamp, he has no sufficient income to maintain his family. In such backdrop, he applied to the concerned authority for appointing him as Office Stamp Vendor from Gramin Stamp Vendor, for selling Stamp Papers and Court Fees in Nimtita Additional District Sub-Registry Office under Jangipur Sub-Division, Murshidabad. Although such application was made in the year 2011 but till date, the authority concerned has not considered his such prayer. He, therefore, prayed that the authority concerned be directed to consider his prayer sympathetically. On the other hand, the learned Counsel appearing for the State submits that the petitioner made such application directly to the Chief Minister of the State which is totally improper. Therefore, the question of consideration of his case does not at all arise. Heard the learned Counsel appearing for the parties and considered their respective submissions. It is true that it was not just and proper for the writ petitioner to make such application addressing the Chief Minister. However, it appears from annexure P/4 that the letter the writ petitioner addressed to the Chief Minister has been forwarded from the office of the Chief Minister to the Inspector General, Director of Registration and Stamp Duties, Writers’ Building and that was on November 24, 2011. I dispose of the writ application directing the Inspector General, Director of Registration and Stamp Duties, Writers’ Building to consider the prayer of the writ petitioner in accordance with law, and if he is not the appropriate authority for doing the same to refer the matter to the concerned officer for consideration of the petitioner’s case, if not considered as yet, within eight weeks from the date of communication of this order. Accordingly, this writ application stands disposed.
