JUDGMENT : Biswanath Rath, J. These are batch of cases where the petitioner in each of the writ petition assailed the impugned orders taking into consideration of the Costal Regulation Zone notification issued by Central Government and press notes on Sweet Water Zone brought out by the House & Urban Development Department, State of Orissa. 2. In the judgment dated 20.2.2015 delivered in O.J.C. No.2816 of 2000 vide paragraph-33, this court has already held that the press notes issued by the State Gobvernment in relation to Sweet Water Zone in Puri as bad being passed without competency. The judgment delivered in O.J.C. No.2816 of 2000 shall form part of this judgment. 3. Under the circumstances, while interfearing in the impugned orders in each of the writ petition, indicated herein above, this Court sets aside each of them and remits all these matters back to the Puri-Konark Development Authority with a direction to deal with the cases of the petitioners in all these writ petitions complying the provisions contained in the Costal Regulation Zone notifictions, Orissa Municiapal Act, 1950 and Orissa Municipal Rules,1953 and any subsequent notifications in such matter after giving opportunity of show cause and reasonable opportunity of hearing to the respective parties. The writ petitions succeed to the above extent. However, there shall be no order as to cost.
