ORDER : By our order dated 12.12.2014, the petitioner was directed to make payment of Rs. 25,000/- as costs to the Supreme Court Legal Services Committee. The said amount has been deposited by the petitioner. 2. This case pertains to the implementation of the Babu Jagjivan Ram Chhatrawas Yojana. Under the Scheme, 433 hostels were to be completed by 31.03.2012. However, the Steering Committee has reported that only 227 hostels have been completed and their condition is found to be unsatisfactory. 3. The petitioner has also filed an affidavit in which it has been stated that not only the pace of construction is slow but also there is no maintenance of the hostels. The physical condition of the hostels is dilapidated and even basic minimum facilities have not been provided. 4. The Central Government is directed to carry out a survey with the assistance of the authorities of the State Governments and Union Territories to verify the physical condition of the hostels that have already been constructed and to provide basic minimum facilities to the residents of the hostels. The pace of construction should also be expedited so that the target which was fixed for 31.03.2012 is met at the earliest. 5. Learned Additional Solicitor General submits that he will take up the matter with the Central Government on a priority basis and seeks some time to file a detailed report in this regard. 6. Since the academic session is in progress at the moment, we grant the request prayed for by learned Additional Solicitor General and give four months' time to carry out the survey, as mentioned aforesaid, and expedite the construction. 7. The report be filed on or before 3rd July, 2015. 8. List the matter on 10th July, 2015.
