Judgment :- 1. This writ petition has been filed by the petitioner seeking for a Writ of Mandamus directing the respondents herein to grant permission and adequate police protection for conducting the Kabadi Tournament in Ucharichanpatti Village, Uranganpatti Post, Melur Taluk, Madurai District on 21.03.2015 by considering the petitioner's representation dated 11.03.2015 sent by the petitioner. 2. Mr.R.Karthikeyan, learned Additional Government Pleader takes notice for the respondents. 3. By consent, the Writ Petition itself is taken up for final disposal. 4. According to the petitioner, he is interested in developing the sporting skill among the young generation through the Kabadi Tournament. In this regard, he has sought for permission from the respondents to conduct the tournament on 21.03.2015 and the application is still pending. Hence, he has come forward with the present Writ Petition. 5. On instructions, the learned Additional Government Pleader submitted that the police apprehends law and order problem in the area concerned. Therefore, he submitted that if the petitioner undertakes to give the names of the teams well in advance and abide by all the conditions of this Honourable Court, they will consider the application of the petitioner and pass appropriate orders, in accordance with law. 6. It is made very clear that the authority will consider the application on the specific undertaking that the petitioner will not collect any funds from the public to conduct the Kabadi Tournament and he will not collect more than Rs.300/- from the teams who are participating in the tournament. Further, he should give an undertaking before the police that none of the teams or anyone connected with the tournament will wear any banians or depict posters in connection with a particular party or a particular community and there will not be any slogan or song in respect of any caste, community or a specific party and the tournament will be conducted purely on the basis of sports activity to the public at large. In this aspect, this petitioner also undertakes that he will make arrangement for sufficient medical team available for the benefit of the participants as well as for the public and the maximum number of teams to participate in the Tournament is restricted to 25 teams and the time is allowed between 6.00 a.m. to 6.00 p.m. Further, it is open to the authority to consider and impose any other conditions which are necessary for the smooth conducting of the tournament. The order shall be passed on or before 20.03.2015. 7. With the above directions, the Writ Petition stands disposed of. No costs. Consequently, the connected Miscellaneous Petition is closed.
