Judgment :- 1. There is no representation on the side of the petitioner at the time of calling of the matter. 2. The petitioner has filed the above writ petition praying for a direction to the Respondents to dispose of her application dated 24.1.2014 seeking patta in her name with respect to her land admeasuring 6.01 cents, comprising in Survey No.372/3 Part Pimash No.424/5 and 424/6, situated in S.Kolathur Village, Sholinganallur Taluk. 3. According to the petitioner, she had applied for patta after purchasing 6.01 cents of land comprised in new Survey No.372/3 Part Pimash No.424/5 and 424/6 of S.Kolathur Village from one Mrs.Chellathai, by means of a registered sale deed dated 31.07.1984. Even the urban land tax receipts do stand in her name. 4. The grievance of the petitioner is that she had applied for issuance of patta through application dated 16.10.1997 and that the land was surveyed, but, no orders were passed by the 2nd Respondent. Thereafter, she made a representation on 25.01.1999 before the 1st Respondent. On her complaint, she was called for an enquiry, as per communication dated 03.03.1999. She had produced all the records before the 2nd respondent. It transpires that the 2nd Respondent had not passed any orders. Therefore, she made several representations. 5. In view of the fact that no orders were passed by the 2nd respondent, she made a complaint before the 1st respondent on 14.03.2006. As a matter of fact, the 1st Respondent directed the 2nd respondent to enquire and to pass orders in the subject matter in issue (vide letter dated 10.04.2006). But, till date, no orders were passed. The said representation made by her was on 24.01.2014, which was received by the 2nd Respondent on 27.01.2014. 6.

In view of the fact that the petitioner's earlier applications praying for issuance of patta had not seen the light of the day and also this Court taking note of the primordial fact that the petitioner had submitted an application dated 24.01.2014, praying for issuance of patta in her name in regard to the land admeasuring 6.01 cents comprised in new Survey No.372/3 Part Pimash No.424/5 and 424/6 of S.Kolathur Village, Sholinganallur Taluk, this Court, at this stage, to promote substantial cause of justice, directs the 2nd Respondent to look into the application/objection of the petitioner dated 24.01.2014 with all fairness and to pass a reasoned speaking order, ascribing necessary reasons, (of course after providing opportunity to the petitioner and others concerned by adhering to the principles of natural justice, within a period of four weeks from the date of receipt of a copy of this order. With the above observations and directions, the writ petition stands disposed of. No costs.
