ORDER : 1. We are of the opinion that the Secretary, Ministry of Women and Child Development, Government of India be impleaded as Respondent No.5. It is ordered accordingly. 2. Mrs. Anil Katiyar, learned counsel accepts notice on behalf of Respondent No.5. 3. Cause-title be amended accordingly within one week. 4. Respondent Nos.2 and 3 be served through the Standing Counsel. 5. Dasti, in addition, is permitted. 6. We expect learned Solicitor General to get full factual instructions both from the State of Jharkhand and from the Child Welfare Committee in Gurgaon. 7. If any details are required by learned Solicitor General, it is stated by learned counsel for the petitioner that he will provide the details immediately. 8. List the matter on 27th November, 2015.
