ORDER : The learned Additional Solicitor General says that the suggestions given by learned counsel for the petitioner have been incorporated in the form of Standard Operating Procedure which has been issued as an Office Memorandum. This document is at a draft stage and has been circulated to Ministry of Health and Family Welfare, Ministry of Home Affairs and Ministry of Law and Justice. The views of these Ministries are awaited. 2. It is stated that it is also circulated to the Ministry of Human Resource Development. 3. Learned Additional Solicitor General expects to have the response of these Ministries on or before 31st December, 2015. 4. Learned Additional Solicitor General should look into the possibility of giving statutory status to the Standard Operating Procedure either in the form of a notification or regulations or guidelines. 5. List the matter on 29th January, 2016.
