Judgment 1. The petitioner Association seeks for a Mandamus directing the respondents to implement the G.O.(Ms) No. 12, Public Works (C2) Department, dated 20.01.09, and thereby pay the arrears to the members of the petitioner with effect from 01.08.1984, by conferring Selection Grade and Special Grade on their completion of 10 years/20 years of service respectively, considering the representation of the Petitioners Association, dated 19.08.2014. 2. The learned Government Advocate appearing for the respondents, based on the instruction submitted that the Selection Grade/Special Grade methods have been followed by the respondents from 01.10.1978. According to this, benefits were given to the Irrigation Assistants and the respondents only have to pay the arrears of scale of pay for the Selection Grade/Special Grade for the period from the month of September 1998 to August 1999. He further submitted that appropriate steps have been taken for giving the arrears amount through the proceedings of the fourth respondent dated 25.06.2014 and the proposal has been sent to the first respondent Government to that effect. Thus, he submitted that after the fund is sanctioned by the Government, the arrears amount will be disbursed to the Irrigation Assistants concerned. 3. Recording the above-said submissions made by the learned Government Advocate appearing for the respondents, this Writ Petition is disposed of directing the first respondent to consider the proposals submitted by the fourth respondent and pass appropriate orders on the representation made by petitioner dated 19.08.2014 in the light of the G.O.Ms.No.12, dated 20.01.2009. The first respondent shall pass such orders within a period of twelve weeks from the date of receipt of a copy of this order. No costs.
