Judgment 1. The petitioner is seeking for a Mandamus directing the first respondent to recognise the status of the petitioner college as Christian Religious Minority Educational Institution and issue appropriate orders to that effect. 2. The case of the petitioner is as follows:- The petitioner Trust is a Cristian Minority Trust. The Trust is running hospital and a group of colleges including the present college, namely, Immanuel Arasar JJ College of Engineering, Edavilagam, Nattalam, Marthandam, Kanyakumari District. The Trust is the Educational Agency of the said college and all the three trustees are Christians by birth. The college has been functioning as a full-fledged Christian Minority Education Institution. However, admission is not denied to anyone only on the ground of caste, colour, creed or language. The petitioner submitted a memorandum to the first respondent on 15.07.2011 to recognise the status of the college as a Christian Religious Minority Educational Institution. The second respondent through proceedings, dated 28.09.2011, asked the petitioner to submit the application in the prescribed Proforma. The college submitted his application in the proforma by letter dated 07.10.2011 along with requisite fee. The second respondent sought for certain documents for verification which were also furnished by the petitioner in time. 3. Thus, the petitioner satisfied all the requirements enumerated under the guidelines issued by the State Government in G.O.Ms.No.270 dated 17.06.1998. The first respondent Government has already conferred minority status to the other Educational Institutions run by the petitioner Trust. Therefore, the present writ petition is filed seeking for the relief as stated supra. 4. The learned Government Advocate appearing for the respondents 1 and 2 submitted that the proposal already sent will be considered and final orders will be passed by the first respondent within the time stipulated by this Court. 5. Considering the fact that the petitioner has made the application as early as on 15.07.2011 and the same is kept pending for more than three years, the first respondent is directed to consider the proposal sent by the petitioner seeking for recognization of the minority status to the college run by the petitioner, namely, Immanuel Arasar JJ College of Engineering, Edavilagam, Nattalam, Marthandam, Kanyakumari District, within a period of eight weeks from the date of receipt of a copy of this order. Needless to say that the first respondent will also take note of the fact that the other Educational Institutions run by the petitioner were already stated to have been declared as Minority Institutions, while disposing of the proposal sent by the petitioner. 6. With the above directions, this Writ Petition is disposed of. No costs. Consequently, connected Miscellaneous Petition is closed.
