ORDER : The petitioner is the only Society for the Bonded Labourers in Tamil Nadu, according to the learned counsel for the petitioner. The petitioner's grievance is that when a Notification was issued for granting lease of stone quarries, the stone quarry to which the petitioner could seek for lease, was not included. Hence he has approached this Court. 2. The learned Additional Advocate General has produced the Notification issued by the District Collector, Madurai, in Na.Ka.No. 425/2013-Kanimam, dated 07.12.2015, including the Kadaneri quarry which the petitioner seeks to include, for grant of lease for quarrying operations. 3. In view of the aforesaid Notification issued by the District Collector, Madurai, and the Notification also referred to Rule 8(10-A) of the Tamil Nadu Mines and Minerals Rules. Kadaneri quarry is included in the Notification and the petitioner could seek for lease. 4. The learned counsel for the petitioner has submitted that the writ petition could be disposed of with a direction to the District Collector, Madurai to consider the claim of the petitioner with true spirit of the judgments of the Apex Court in Public Union for Civil Liberties v. State of Tamil Nadu, reported in (2004) 12 SCC 381 and in Public Union for Civil Liberties v. State of Tamil Nadu, reported in (2013) 1 SCC 585 . 5. The learned counsel for the petitioner has also submitted that no tender schedule is stated in the Notification. 6. At this juncture, the learned Additional Advocate General submitted that the Notification will be gazetted in a day or two, with the tender schedule. The said submission of the learned Additional Advocate General is recorded. 7. In these circumstances, the writ petition is disposed of directing the District Collector, Madurai to consider the application of the petitioner for lease of Kadaneri quarry in the light of the judgments of the Supreme Court, referred to above. No costs. Consequently, the connected miscellaneous petitions are closed.
