JUDGMENT Pradeep Kumar Singh Baghel, J. In these proceedings which have been instituted in the public interest, the petitioner seeks a mandamus for the finalization of a scheme for the bifurcation of the erstwhile Nizampur Gram Panchayat by following due process of law. 2. There is a circular dated 16 August 2014 issued by the Principal Secretary in the State Government which holds the field. Clause 9 of the circular provides for the constitution of a committee presided over by the District Collector and Clause 11 contemplates the issuance of a final notification by the Director (Panchayati Raj). In this view of the matter, the proper course of action for the petitioner would be to pursue the objection before the committee which, the Court is informed, has already been filed. We, accordingly, leave it open to the petitioner to pursue the objection which the committee will consider in accordance with law. The petition is, accordingly, disposed of. There shall be no order as to costs.
