Judgment :- The petitioner has come up with this writ petition to direct the Second respondent to consider the petitioner's representations, dated 12.04.2012 and 17.04.2012 and consequently direct the second respondent to give appropriate direction to the third respondent to enquire into the complaints given by the petitioner dated 17.11.2011, 18.11.2011, 25.11.2011, 26.11.2011, 27.11.2011, 09.12.2011, 15.02.2012, 17.02.2012, 02.03.2012 and 08.03.2012 and as well the complaints filed against the petitioner. 2. The petitioner was appointed as President of Management Jumma Pallivasal and Correspondent of Iqbalia High School, Badlagundu. Subsequently, the order is being extended by Tamil Nadu Wakf Board. The Jumma Peria Pallivasal is an age-old Mosque situated at Batlagundu Main Road, Dindigul District and it is notified Wakf under the Tamil Nadu Wakf Board vide Registration number G.S.No.236/Madurai. The above said Jumma Periya Pallivasal Wakf owns various properties including educational institution and commercial complex etc., situated at Batlagundu. The administration of the Jumma Peria Pallivasal Wakf is carried on by the Committee elected by the local jamadhars in the presence of the Tamil Nadu Wakf Board. 3. The petitioner was appointed as President of the Management Committee of Jumma Peria Pallivasal Wakf by the Tamil Nadu Wakf Board and subsequently, the order is being extended by the Tamil Nadu Wakf Board. The petitioner after assuming Office of the Correspondent of the School, carried out various development works for the School. The said school was upgraded as High School from Middle School. The petitioner has recovered possession of various properties belongs to Jumma Periya Pallivasal Wakf from the encroachers who were enjoying the properties of the Wakf without paying any rent. He has constructed four commercial complexes and additional buildings to the School. He has also renovated the Periya Pallivasal and made various amenities to the Pallivasal, School and Commercial Complex. By his activities he gained reputation and admiration among the local Jamathars. Because of his reputation among Jamathar one Mr.Peer Mohamed and Mr.Habib Raja and their associates started giving trouble to the administration of Pallivasal and School with malafide intention. 4. The said Peer Mohamed, Mr.Habib Raja and others were the members of the erstwhile Administrative Committee elected by the Jamathars and they were terminated by the Tamil Nadu Wakf Bard, for their malpractice and misappropriation of Wakf properties. The said Peer Mohamed and his associates threatened the petitioner and tried to attack him on many occasions with intention.

The said Peer Mohamed, Mr.Habib Raja and others were the members of the erstwhile Administrative Committee elected by the Jamathars and they were terminated by the Tamil Nadu Wakf Bard, for their malpractice and misappropriation of Wakf properties. The said Peer Mohamed and his associates threatened the petitioner and tried to attack him on many occasions with intention. Therefore, he made a various representations to the respondents in between 17.11.2011 to 08.03.2012 against Mr.Peer Mohamed and Mr.Habib Raja since they have intimidation and threatened him not to enter Batlagundu. No action was taken by the respondents on the complaint given by the petitioner. Therefore, he sent another representation dated 12.04.2012 and 17.04.2012 to the respondents 1 to 3 for seeking direction to direct the third respondent to enquire into the complaint. No action was taken on the representation. Therefore, the petitioner has filed the present writ petition for the above stated relief. 5. Heard Mr. D.Shanmugarajasethupathi, learned counsel for the petitioner and Mr.M.Murugan, learned Government Advocate appearing for the respondents. 6. I have perused the materials on record and considered the arguments of the learned counsel for the petitioner and the respondents. 7. From the representation given by the petitioner, dated 12.04.2012 and 17.04.2012 it is seen that it is general in nature. The petitioner is seeking for an enquiry to be made on the complaint given against him at the administration by anybody and to take action on the complaints given by the petitioner on behalf of the Administration and the complaint given by others against him, which are pending from 13.11.2011 in Batlagundu Police Station and to take action against one Kumaresan, Inspector of Police, Batlagundu Police Station. In the representation dated 17.04.2012, the petitioner seeks direction from the first respondent to the jurisdictional Deputy Superintendent of Police to enquire into the all pending complaints or any other forth coming complaint pertaining to Batlagundu Jumma Pallivasal and to take action against one Kumaresan, Inspector of Police. These representations are general in nature and the petitioner has not impleaded the persons against whom he has given complaint and persons who have given complaints against him. 8. For the above reasons, the writ petition is fails. Accordingly, the writ petition is dismissed. It is open to the petitioner to give a complaint if there is any threat. No costs.
