ORDER : L. Narasimha Reddy, J. This writ petition was taken up on the basis of a letter addressed by a citizen complaining that the speed-breakers are put across on the roads in the State indiscriminately, and in turn causing hardship to the users of the road. After taking up the matter and hearing the learned Additional Advocate General for some time, the order was passed on 13.04.2015 directing that all the speed-breakers on the road in the State, except those which are near the schools and the hospitals, shall be removed and even where they exist, they must be smoothen. 2. In compliance of the direction, the respondents have taken up the work of removal of the speed breakers. The district wise progress made in this behalf is also being furnished. It is stated that about 1500 speed-breakers have been removed by May, 2015, and some more have been removed thereafter. 3. When we noticed that there existed three speedbreakers on the way to Biharsharif and issued directions, the respondents have taken up the work of smoothening them, since removal was not possible, on account of existence of place of worship in the location. 4. After hearing learned Standing Counsel for the National Highway Authority of India and the learned counsel for the State, we are satisfied with the progress made in this behalf. 5. We close the writ petition by directing that no fresh speed-breakers shall be put up, except with the permission of the competent authority and after examining the utility or otherwise thereof. It is also directed that if any private individual puts unauthorized speed-breakers, they shall be removed forthwith. 6. We also place on record the interest exhibited by the authorities of the concerned departments.
