JUDGMENT The relief which has been sought in the writ petition is in the following terms: ?(I) Issue a writ, order or direction in the nature of mandamus commanding the respondent authorities to permit the petitioners to celebrate the Birth Anniversary of Bharat Ratna Dr. Bhim Rao Ambedkar on 14.04.2016 and every year thereafter. (II) Issue a writ, order or direction in the nature of mandamus commanding the respondent authorities not to create any hurdle in celebrations of Birth Anniversary of Dr. B. R. Ambedkar on 14.04.2016 and every year after wards.? 2. The respondents to these proceedings include the Central Institute for Research on Goats which is established by the Union Government in the Ministry of Agriculture. The position of the second respondent is that no one stops any citizen from celebrating the birth anniversary of Bharat Ratna Dr Bhim Rao Ambedkar. However, it has been submitted that the Institute only intends to ensure that its premises are not put to any unauthorized use by outsiders who have no reason to enter the precincts of the Institute where, besides offices, the residential quarters of the staff are situated. 3. In our view, these are matters between employees and the management of the Institute which can be amicably resolved. 4. Having due regard to the nature of the relief claimed in the petition which stands worked out since there is no restraint on the celebration of an important national observance day, no useful purpose would be served by keeping the petition pending any further. 5. The petition is, accordingly, disposed of. There shall be no order as to costs.
