ORDER 1. This matter has been taken up on the basis of the news report titled “Outrage as parents end life after child's dengue death” published in the Sunday Times of India dated 13th September, 2015. Hon'ble the Chief Justice of India has passed an order on 16th September, 2015 to treat it as a Suo Moto Public Interest Litigation. 2. We have gone through the minutes of the meeting held yesterday and are quite disappointed with the outcome. 3. Learned Solicitor General says that another meeting will be convened today by the Lt. Governor at 5.30 p.m. with learned amicus and the officers mentioned in our order dated 4th October, 2016. The officers mentioned in our order of 4th October, 2016 will not be accompanied by any supporting staff. 4. Mr. C.U. Singh, learned senior counsel says that the Chief Minister is unwell and perhaps may not be able to attend the meeting. If he is not in a position to attend the meeting, he will be represented by the Deputy Chief Minister. 5. We are told that the Delhi Development Authority does not have any incumbent Vice-Chairman and that the Member (Finance) of the Delhi Development Authority is incharge of the affairs of the Delhi Development Authority. Similarly, the Chief Secretary, Mr. K.K. Sharma is on leave and Mr. S.N. Sahay is performing the functions of the Chief Secretary while he is on leave. They may participate in the meeting. 6. Learned amicus will be entitled to take one person to assist him in the matter. 7. It is agreed between learned counsel that the discussions will center around the following three issues: (i) 15 areas of concern that learned amicus says he has culled out from the affidavits that have been filed and are on record. (ii) If there are any additional areas of concern, the participants in the meeting will identify those areas and suggest ways and means to remove the problems including any problems that may arise in the 15 areas identified by learned amicus. (iii) The participants will discuss steps to be taken for preventing recurrence of the problems faced by the people of Delhi this year due to vector-borne diseases as also preventive steps for any contingency that may arise in the near future. 8. We expect the participants to arrive at a time-frame within which all necessary steps will be taken and who will be responsible for their implementation. 9. We may also mention that it was pointed out to us by learned amicus on 4th October, 2016 that there is a huge amount of garbage lying in and around the City and that is also one of the reasons for vector-borne diseases. The participants will discuss effective ways to have the garbage cleared so that standards of sanitation and hygiene are maintained in and around Delhi. 10. We expect the participants to keep the interests of the people of Delhi in mind and look out at the entire exercise in a positive manner and think about the future rather than the past. We also expect the efforts to be consultative, collaborative and cooperative. 11. Needless to say, if any follow-up meetings are required, they can certainly be held. List the matter on 17th October, 2016.
