ORDER : 1. Delay condoned. 2. Heard Shri Nadkarni, learned Additional Solicitor General. It is submitted that the High Court while dismissing the appeal has not ascribed any reasons whatsoever, except stating that no substantial question of law arises for consideration. In our opinion, the High Court is required to give some reasons indicating that no substantial question of law is involved. 3. In the absence of the reasons, we set aside the order dated 12.2.2016 and remand the matter to the High Court for fresh consideration. 4. The special leave petitions are, accordingly, disposed of.
