JUDGMENT : The primary submission of the counsel for the petitioner is discrimination. He claims that many similarly situated persons have been regularized in the work-charge in the year 1991 but the claim of the petitioner has been rejected by order dated 17.7.2013. 2. If this is so, Annexure-1 is quashed. Let the matter be reconsidered. Petitioner has freedom to provide the list of all those persons, who have been regularized in the past in similar circumstance. That position is required to be verified by the respondents before passing the order within a period of three months from the date of production of a copy of this order. 3. Writ is allowed.
