JUDGMENT The writ petition under Article 226 seeks a mandamus to the Sub Registrar at Ghaziabad not to register the sale of land by the ninth respondent which is a company incorporated under the Companies Act, 1956. The reliefs are in the following terms: (i) Issue a writ, order or direction in the nature of mandamus directing the respondents specially Sub-Registrar, Modinagar, Ghaziabad/respondent No.8 not to register the illegal sale of Labour Quarters of the Industrial Workers extended under the Subsidized Housing Scheme of Industrial Workers, 1960 of the Government of India as well as in view of the agreement dated 01-10-1965 between the State Government and the Respondent No.9; (ii) Issue a writ, order or direction in the nature of mandamus directing the respondents to take appropriate action against the respondent No.9 for illegal sale made against the Subsidized Housing Scheme of Industrial Workers, 1960; (iii) Issue a writ, order or direction in the nature of mandamus directing the respondents to pay/refund the amount of the industrial workers deducted towards labour quarters within specific period.? 2. The petition is not a public interest litigation. The petitioners have made no averments whatsoever in respect of their right or interest in the labour quarters. No allotment either of the petitioners has been produced nor is there any reference to the terms and conditions if any of an allotment. All that has been stated is that the petitioners are President and Secretary of Modipon Colony Sangharsh Samiti. 3. Absent any pleadings in regard to the interest of the petitioners themselves, the petitioners would have not locus to maintain the writ petition. We decline to entertain the writ petition only on that ground. 4. The petition is, accordingly, dismissed. There shall be no order as to costs.
