ORDER : It comes to be known that the Petitioner's mother has filed the present Writ Petition praying for passing of an order by this Court in directing the Respondent/Canara Bank, Periyakulam Branch, Theni District, to sanction the Educational Loan of Rs.3,81,200/-, to her son viz., Ajith Rahman, for pursuing his B.E. Mechanical Engineering at Pavai Engineering College, Namakkal, within a stipulated time to be determined by this Court. 2. The stand of the Petitioner is that her son, Ajit Rahman, had secured 399 marks out of 500 in the 10th examination and secured 788 marks in the 12th Standard examination that took place in March 2015. Because of the financial crisis, she had approached the Respondent/Canara Bank, seeking educational loan, for her son. But, her loan application is kept in a cold storage by the Bank. 3. The real grievance of the Petitioner is that the sanction of loan framed by the Government of India as well as Reserve Bank of India are bound to be followed by the Respondent/Canara Bank. As a matter of fact, it is evident that the Petitioner had addressed a Representation/Letter, dated 02.02.2016, to the Respondent/Canara Bank, Periyakulam Branch, Theni District, seeking educational loan for her son Ajith Rahman. In fact, in the said representation, she had sought for educational loan of Rs.3,81,200/-. Also, she had referred to the poor family status and also she had categorically averred in the representation that her male son is first generation graduate. 4. In fact, the Petitioner's son had joined in B.E., Mechanical Engineering course at Pavai Engineering College at Namakkal and the said course is of four years duration beginning from July 2015 to July 2019. Furthermore, the Petitioner had admitted her son Ajitman in July 2015. 5. 4. Be that as it may, considering the fact that the Petitioner's representation/application, dated 02.02.2016, addressed to the Manger of the Respondent/Canara Bank, Periyakulam, Branch, Theni District, is pending, without any progress or disposal, at this stage, this Court, without expressing any opinion on the merits and contents of the representation of the Petitioner, dated 02.02.2016, to secure the ends of justice , directs the Respondent/Manager, Canara Bank, Periyakulam Branch, Theni District, to look into the representation of the Petitioner, dated 02.02.2016 and to pass a reasoned speaking order, on merits, (by affording necessary opportunity to the Petitioner, by adhering to the principles of natural justice, in true letter and spirit) in a fair, free, unbiased and dispassionate manner, within a period of three weeks from the date of receipt of a copy of this order. In case, if the Respondent/Kanara Bank, Periyakulam Branch, Theni District, is in requirement of any further particulars/copies of necessary documents/records from the Petitioner, then, It is open to the Respondent/Canara Bank, to call for such records/documents/particulars from the Petitioner and to do the needful in the subject matter in issue, considering the plight of the Petitioner. 6. With the aforesaid observations and directions, the Writ Petition stands disposed of. No costs.
