JUDGMENT We have heard Shri Akshaya Katiyar in person and Shri Gaurav Mehrotra, learned counsel appearing for respondents no.1 to 3. We have perused the record of writ petition as also the allegations but we find that the allegations are circumscribed devotedly on the judicial officers for the reasons best known to the petitioner without any prayer or relief in relation to such violation by any other section or member of the public. Our attention has been invited to Rule 8 of the Bar Council of India Rules, contained in Part-VI, Chapter-I, which reads as under: - "8. An advocate shall not appear in or before any court or tribunal or any other authority for or against an organization or an institution, society or corporation, if he is a member of the Executive Committee of such organization or institution of society or corporation. "Executive Committee", by whatever name it may be called, shall include any Committee or body of persons which, for the time being, is vested with the general management of the affairs of the organization or institution, society or corporation. Provided that this rule shall not apply to such a member appearing as "amicus curiae" or without a fee on behalf of a Bar Council, Incorporated Law society or a Bar Association." The petitioner is an advocate. He does not appear to have taken notice of the said Rule and he has described himself as Ex-Vice President of Central Bar Association as is evident from a perusal of annexure-4 to the writ petition. The said representation (annexure-4) appears to have been sent to the High Court and the Registrar has directed the matter to be circulated before the official concerned and appropriate steps have already been taken. We, therefore, do not appreciate the manner in which the writ petition has been presented by the learned Advocate, who as per rule 8 of the Bar Council of the India Rules referred to herein above, ought not to have filed this writ petition. It is also noticeable that appropriate steps have been taken and representation has been directed to be circulated by the learned District Judge himself. There is no reason to entertain this Public Interest Litigation, which is hereby dismissed.
