Also heard Mr. Satyabir Bharti, learned Counsel, appearing for respondent No.3. 2. Let notices be issued to the respondents. 3. No formal notice is required to be served on respondent Nos.1 to 3 as they have already entered appearance and accepted notice through their engaged counsel. 4. Considering the matter in its entirety and in the interest of justice, it is hereby, as an ad-interim measure, directed that until further orders, respondent No.1 shall not allot, without leave of this Court, the land, which forms subject matter of this public interest litigation, to anyone or allow any constructional activity thereon.
