JUDGMENT : AJAY KUMAR TRIPATHI , J. Heard learned counsel for the parties. Since the National Commission for Minority Educational Institution Act, 2004 is a complete code by itself, therefore, if there is grievance made with regard to implementation, non-implementation or enforcement of the order of the Commission, then, the right forum to raise such grievance is that Commission itself. The High Court may not act as an executive agency of such order. Let the petitioner approach the said forum and raise a grievance in accordance with law. Writ application is disposed off with liberty as above.
