ORDER : 1. Learned Additional Solicitor General says that with regard to direction No.5 given in the orders of 05.02.2016 and 14.03.2016, responses have been received from the Director General of Police/Inspector General of Police In-charge of Prisons from only three States i.e. Bihar, Maharashtra and Jammu & Kashmir. In other words, no response has been received from 26 States and 7 Union Territories. 2. Under the circumstances, we have no option but to impose costs on these States and Union Territories. We impose costs of Rs.25,000/-on all the States and Union Territories except the States of Bihar, Maharashtra and Jammu & Kashmir. The costs be deposited within a period of three weeks from today with the Supreme Court Legal Services Committee for utilization of juvenile justice issues. Responses be given within four weeks from today to the Union of India / learned Additional Solicitor General. 3. Learned Amicus Curiae has filed two detailed Notes: one on unnatural deaths in prison and another on overcrowding in jail. Some valuable suggestions have been made. Learned Additional Solicitor General has taken note of these suggestions and says that he will take up the issue with all the States and Union Territories and give a response well before the next date of hearing. The State Governments will take up the issues and furnish the response within three weeks from today. 4. We may mention here that a copy of the Notes prepared by learned Amicus Curiae will be furnished to learned counsel for the States within next two days. 5. For the assistance rendered by learned Amicus Curiae so far, an amount of Rs.1 lac may be given to him by the Supreme Court Legal Services Committee. 6. List the matter on 06.05.2016. 7. Learned counsel for the States and Union Territories shall appear on the next date of hearing.
