Since both these petitions involve the same issue they were heard together. 5. In PIL 88/2013, the petitioner has prayed for the following relief:- “It is therefore humbly prayed that this Hon’ble Court may be graciously pleased to admit this petition call for the records and issue a Rule on the respondents to show cause as to why a writ in the nature of Mandamus and/or Certiorari and/or any other appropriate writ order or direction shall not be issued— (i) To direct the respondent Nos. 1, 2 and 3 to issue strict guidelines to the Guwahati Municipal Corporation covering the entire matter of issuing permits/ licences to the mobile phone service providers for setting up their mobile towers in the city in such a way as not to cause health hazards to the citizens arising from cell-tower radiation and covering all matters connected therewith and incidental thereto; and (ii) To direct the Guwahati Municipal Corporation to frame necessary Rules accordingly and to take effective steps to strictly enforce the same. -AND- Upon perusal of the records and upon hearing such cause or causes as may be shown by the respondents this Hon’ble Court may be pleased to make the Rule absolute.”. 6. Admittedly, the Department of Telecommunications, Union of India has issued Advisory Guidelines for all the State Governments for issue of clearance for installation of mobile towers. These guidelines have been filed as Annexure-1 by Respondent No. 12. And pursuant to the Advisory Guidelines of the Union of India, the State Government has also framed guidelines for issue of clearance and permit for installation of mobile towers in Assam and disposal of public grievances in this regard. These guidelines are annexed as Annexure-2. 7. As the guidelines, as prayed for in the petitions, have been framed by the Union of India and the State Government, no further order is necessary in the matter.
