ORDER : This Court on 14th December, 2015, regard being had to the assertions made in the writ petitions, had requested Justice P.V. Reddi, formerly a Judge of this Court and the former Chairman of Law Commission of India, to accept the assignment for re-examination of the answer scripts. 2. On the basis of the order passed by this Court, Justice P.V. Reddy undertook the task of re-examination of the answer scripts and submitted a Report. The said Report has been accepted vide order dated 10th March, 2016. After accepting the Report, the Court had stated thus:- “Regard being had to the aforesaid report, we request the High Court of Delhi to hold the interview within four weeks. The Committee that had conducted the interview, is requested to conduct the interview of the aforesaid twelve candidates. The Chief Secretary and the other authority, who are supposed to participate in the interview, shall be guided about the dates fixed by the High Court and not take any kind of excuse. The candidates shall be intimated forthwith by all possible means. It is submitted by Mr. A.D.N. Rao that in the earlier Selection Committee, nominee of the Lieutenant Governor was there, who was earlier the Law Secretary of the Delhi Government. In the meantime, she has become a District Judge. In view of the above said position, the Lieutenant Governor shall nominate someone else as a nominee so that the Selection Committee can meet. We request the Lieutenant Governor to nominate a suitable member within a week hence. After conducting the interview, the results of the interview shall be filed before this Court by 25th April, 2016.” 3. Mr. A.D.N. Rao, learned counsel appearing for the Registrar General of the High Court has filed the results of the interview. As per the Report, twelve candidates were to appear in the interview, but one candidate did not appear and hence, eleven were interviewed. All the eleven candidates have been found suitable. The respondents are at liberty to issue letters of appointment to the selected candidates. 4. At this juncture, Mr. Prashant Bhushan, learned counsel appearing for the petitioner in W.P.(C) No.514 of 2015 and Mr. Sanjay R. Hegde, learned senior counsel appearing for the petitioner in W.P.(C) No.712 of 2015, have submitted that some guidelines should be fixed/determined for the purpose of holding the examinations. Mr.
4. At this juncture, Mr. Prashant Bhushan, learned counsel appearing for the petitioner in W.P.(C) No.514 of 2015 and Mr. Sanjay R. Hegde, learned senior counsel appearing for the petitioner in W.P.(C) No.712 of 2015, have submitted that some guidelines should be fixed/determined for the purpose of holding the examinations. Mr. Bhushan has given a short note on behalf of the petitioner. A copy of which has been served on Mr. A.D.N. Rao, learned counsel appearing for the Registrar General of the High Court of Delhi. Mr. Rao shall obtain instructions from the respondent No.1. 5. Needless to say, the inter se seniority shall be governed as directed vide order dated 14th December, 2015. 6. The Registry is directed to supply the copies of the Report submitted by Justice P.V. Reddi to the learned counsel for the parties. 7. Let the matters be listed on 19th July, 2016.
