JUDGMENT The appellant filed a writ petition under Article 226 seeking a writ for setting aside an order dated 2 March 2015 passed by the Executive Engineer, Irrigation Division, Mahoba and applying for a mandamus for the Executive Engineer to conduct an inquiry in accordance with law. The petition has been dismissed on 18 January 2016. 2. The appellant claims to be the complainant who has made a grievance in regard to the appointment of the seventh respondent as a draftman in the Irrigation Department. The appellant has failed to establish any locus on his part to institute the writ proceedings. At the highest, as a complainant, he has drawn the attention of the Government to certain alleged irregularities upon which it was for the Government to take such appropriate action as was necessary. 3. As a matter of fact, even a Public Interest Litigation (PIL) No. 58781 of 2015 filed by the appellant was dismissed by a Division Bench of this Court on 14 October 2015. Consequently, the dismissal of the writ petition by the learned Single Judge cannot be faulted. 4. The special appeal is, accordingly, dismissed. There shall be no order as to costs.
