JUDGMENT A practising Advocate of this Court has instituted the present proceedings, purportedly in the public interest, seeking the following reliefs: ?A. Issue a writ, order or direction in the nature of Certiorari for quashing the order dated 05.01.2016 (Annexure No. 1) passed by respondent no.5 so far it relates to the appointment on the basis of the certificates/ degree awarded by Jamia Urdu Aligarh and the order dated 12.07.2010 (Annexure No.6) passed by the respondent no.3. B. Issue a writ, order or direction in the nature of Mandamus declaring the degree and certificate i.e. Adeeb, Adeeb Mahir Adeeb e- Kamil and Mollim Urdu issued/ awarded by Jamia Urdu Aligarh as not a valid certificate/ degree.? 2. The Government Order of 5 January 2016, as its subject indicates, lays down guidelines for the appointment to Assistant Teachers for imparting instructions in Urdu in Primary Schools which are conducted by the UP Basic Shiksha Parishad. 3. We see no reason to entertain this litigation at the behest of the petitioner who has absolutely no connection with the subject matter which is sought to be raised. The petitioner has clearly no locus to challenge the Government Order or the guidelines contained therein. However, we clarify that while we are not entertaining this writ petition, nothing contained in this judgment should be construed as the expression of any opinion by this Court on the merits of the Government Orders which are challenged. 4. The petition is, accordingly, dismissed. There shall be no order as to costs.
