JUDGMENT : Ajit Singh, J. 1. Heard on I.A.(Civil) No. 1025/2016, which is an application for impleading Central Bureau of Investigation as additional Respondent No. 13 in PIL No. 107/2015. 2. It is alleged that Water Resources Department, Government of India had launched the Accelerated Irrigation Benefits Programme (AIBP) Scheme during the 12th Five-Year Plan to facilitate irrigation of agriculture fields throughout the country. And an amount of Rs. 717.6495 Crore was sanctioned against 386 irrigation projects for Karbi Anglong District. But the authorities of Karbi Anglong Autonomous Council by resorting to corrupt practice have siphoned off the entire fund illegally showing the projects as completed without actually completing the same. A number of First Information Reports were also lodged but not in one case investigation has been completed to a logical end. It is in this background, prayer is made for impleading the Central Bureau of Investigation as additional respondent No. 13 so that in case the petition is allowed, investigation by Central Bureau of Investigation may be directed. 3. Admittedly, till this date not even in one First Information Report registered, investigation has been completed after collecting evidence. There are serious allegations of large scale corruption in the matter. We, therefore, in the fact situation of the case, deem it proper to allow the application and permit the petitioner to implead Central Bureau of Investigation as additional respondent No. 13 in PIL No. 107/2015. 4. Mr. PN Choudhury, learned Standing Counsel, Central Bureau of Investigation takes notice of the petition and prays for three weeks’ time to seek instructions. Prayer allowed. 5. The learned counsel for the petitioner is directed to supply a copy of the petition to Mr. PN Choudhury. 6. The objection raised on behalf of Respondent Nos.5, 9 and 10 regarding jurisdiction of Central Bureau of Investigation to investigate the corruption matters in the State of Assam shall be considered at the time of final hearing of the main petition. 7. List the case immediately after three weeks on a date to be fixed by the office.
