ORDER : 1. Permission to file special leave petitions is granted. 2. Delay condoned. 3. Issue notice in all fresh matters. 4. Dasti service, in addition, is permitted. 5. Learned counsel already appearing for the respondents in this batch of matters waive notice on behalf of the respective respondents in fresh matters. 6. Learned counsel for the State of Andhra Pradesh seeks a week's time to file counter affidavit. 7. In case, the State of Andhra Pradesh files a counter affidavit in one case and wishes to treat it as a common counter affidavit for the rest of the cases, a memo to be filed and a copy of the same be also served to all the parties concerned. 8. In the counter affidavit it shall be mentioned as to why those who are similarly situated as those covered by the order dated 5.5.2017 have not been granted the same benefit. We also make it clear that in case the order dated 5.5.2017 has not been implemented, the benefits due to the beneficiaries covered by the said order shall be deemed to have been in service from the date of the order and those responsible for non-implementation shall be personally liable for the consequences. 9. The counter affidavit shall be filed on or before 8.8.2017. List on 9.8.2017.
