ORDER : M.R. Shah, J. An additional affidavit is filed by the respondent no. 2, affirmed by one Ms. Praveena D.K [IAS] [In-charge] Managing Director, Gujarat Medical Services Corporation Limited in which it is stated that the respondent-Corporation is already in process of framing the “Standard Operating Policy” so as to strengthen the procurement process. It is stated that while formulating “Standard Operating Policy”, the following aspects will also be seriously considered in the interest of administration: [a] Structure of Manpower and work description; [b] Delegation of powers and responsibility of each employee; [c] Disciplinary actions and proceedings; [d] Supervision and control; [e] Vigilance Branch; [f] Market Intelligence Branch; [g] Grievance Redressal Mechanism; [h] Health, Safety & Quality control; [i] Communication System [Internal & Intra-Departmental]; [j] Laws, Regulations & Standards; and [k] Maximizing the use of Information Technology for suo moto disclosure of information to increase the level of transparency. 2. Shri Kamal B. Trivedi, learned Advocate General appearing on behalf of the respondent-Corporation submitted that even the tender conditions shall be modified and some stringent conditions so as to have deterrent effect, shall also be provided henceforth in the tenders. 3.
