JUDGMENT : AMOL RATTAN SINGH, J. 1. Having gone through the orders dated 30.4.2016 and 18.8.2016 and having seen that the petitioner was found to have remained absent/on leave from 13.1.2014 to 30.4.2015, the justifiable cause being only possibly from 25.2.2015 to 30.4.2015, he having undergone a heart surgery on 25.2.2015, the period of more than one year prior to that, does not, in the opinion of this Court also, justify the absence/leave of the petitioner without any cogent reason, except the medical rests advised by the private hospital to him. To say the least, the rests advised for a minor ailment cannot be accepted. Therefore, the petitioner having been imposed a punishment of reduction of two stages in his time scale of pay, it is not seen to be, in any case, an excessive punishment. 2. Consequently, finding no merit in this petition, it is dismissed.
