JUDGMENT : AMOL RATTAN SINGH, J. 1. Pursuant to the order dated 08.08.2017, an affidavit of the Director, Higher Education Haryana, has been filed in Court today by learned State counsel, in which eventually it is stated that upon fixation of work load, in the colleges concerned, if work load for the petitioners is found to be available, they would not be removed from service if they fulfill the eligibility conditions. 2. Learned counsel for the petitioners reiterates what he had stated on the last date of hearing, that NET qualified persons are actually not available in science subjects in adequate numbers and therefore, though the UGC has issued norms prescribing NET as an essential qualification (except in the case of M. Phil graduates who are teaching under graduate level classes), the posts in question would go vacant, with eventually the students suffering. 3. This petition is consequently disposed of with a direction to the respondents to ensure that if work load is available, then a requisition for regular recruitment is sent to the Haryana Public Service Commission, for such recruitment to be made in the immediate future; and in the meanwhile, to ensure that the students' studies do not suffer, Extension Lecturers be appointed as per UGC norms, by giving due publicity for appointment of even such Extension Lecturers, as may be necessary to be appointed during the current academic session, pending regular recruitment. 4. If, in response to the aforesaid advertisement, sufficient number of NET qualified candidates are not available and the result would be that students' studies would suffer, the petitioners would be allowed to continue on the posts in question, till either NET qualified persons are available for appointment as Extension Lecturers, or till regular recruitment is made.
