ORDER : 1. Applications for impleadment are allowed. 2. Cause-title be amended accordingly. 3. We have heard learned counsel for the parties for some time and have gone through the report submitted by the Central Pollution Control Board. 4. From a perusal of the report, it appears that some of the chemicals used in the fire-crackers are dangerous and beyond the safety limit. 5. Learned counsel for the newly impleaded parties say, that they do not have a copy of the Report. Learned, counsel for the CPCB says that he will upload the Report, on its website during the course of the day. For the time being, we have been told by learned counsel for the newly impleaded parties that there are 450 licensees in the NCR out of which 72 are before this Court. Be that as it may, the CPCB along with the DPCC and any other agency whose assistance is required by the CPCB will make an inventory of the fire-crackers in the entire NCR in consultation with the Government of NCT of Delhi, Haryana, Uttar Pradesh and Rajasthan. This exercise may be completed within a period of four weeks from today. A copy of the list of 450 licensees in the NCR will be given by the newly impleaded parties to learned counsel for the CPCB within one week. 6. The newly impleaded parties will make it very clear to the manufacturers, distributors, wholesalers and retailers that any fire-cracker sold in box/carton will carry the name and address of the manufacturer and the name and address of the person who is responsible if there is any violation of any of the provisions of the law. This should be made explicitly clear by the newly impleaded parties to all concerned. 7. The interim order already passed will continue. 8. Liberty is granted to the concerned parties to file affidavits. 9. List the matter on 31st March, 2017.
