JUDGMENT : Amol Rattan Singh, J. 1. Though learned counsel for the State submits that the Haryana Teachers Eligibility Tests/State Teachers Eligibility Tests, are to be passed in the subject that the candidate wishes to teach in, as per her/his application form for the post, I do not see how that contention is tenable, for the reasons already given in the judgment of this Court dated 25.10.2017, passed in CWP no. 26795 of 2016 and other connected petitions, wherein the contention of the counsel for the Board of School Education, Haryana, had been specifically noticed, to the effect that no separate tests for each individual subject were being conducted by the Board and in fact, even in the information bulletin published by the Board, Clause 6.2 stipulates as follows:- “6.2 Level-II- For becoming Teacher for Classes VI-VIII: Elementary Stage (TGT) There shall be only one paper. All questions will be Multiple Choice Questions (MCQs) each carrying one mark with four alternatives out of which one answer will be correct. No. of MCQs-150; Duration of Examination: Two-and-a-half hours. Structure and Content: (i) Child Development & Pedagogy (Compulsory) 30 MCQs 30 Marks (ii) Language I-(English)(Compulsory) 30 MCQs 30 Marks (iii) Language II (Hindi/Sanskrit/Panjabi/Urdu-Choose any one) 30 MCQs 30 Marks (iv) (a) For Mathematics and Science Teacher: Mathematics and Science 60 MCQs 60 Marks (b) For Social Studies teacher: Social Studies 60 MCQs 60 Marks (c) For Hindi/English/Sanskrit/Panjabi /Urdu/Home Science/Physical Education/Art/Music Teacher Choose either (iv)(a) OR IV(b) IMPORTANT NOTE The aforesaid content & structure of Level-2 is strictly in accordance with the policy laid down by the National Council for Teacher Education. As mentioned above, Section -(iv) is divided into two parts i.e. (a) for Math & Science teachers and (b) for Social Studies teacher. However, these two parts (a) or (b) of section (iv) will be optional for Hindi /English/Sanskrit/Punjab/Urdu/Home Science/Physical Education Teacher (DPE)/Music/ Art teachers and therefore every candidate appearing for Level-2 for these subjects will have to fill up their option in the application form to be submitted online. Similarly every candidate of Level-2 will have to offer his/her choice of language for attempting 30 questions relating to section (iii), while submitting online application.” 2.

Very obviously, if the Board itself, which is a statutory body established by the Government, is not holding any separate Haryana Teachers Eligibility Tests for specific subjects and itself states that those who wish to apply for posts of TGTs in Hindi/ English/Punjabi/Sanskrit/Urdu/HomeScience/PhysicalEducation/Art/Music, need to have passed the Test held for either Mathematics and Science teachers, or for Social Studies teachers, again very obviously, no candidate can hold a special test for himself in a specific subject. 3. Consequently, these petitions are allowed as in the same terms as CWP no.26795 of 2016 and connected petitions, decided on 25.10.2017. 4. The petitioners' candidatures in these petitions shall now be considered in terms of the aforesaid judgment.
