JUDGMENT : Hemant Gupta, J. 1. The petitioner seeks a direction of this Court for opening an Anganwari Centre at Mohalla Azad Nagar of Ward No.18 under Nagar Parishad, Jamui as Mohalla is thickly populated by down trodden people. 2. In the counter affidavit, it has been stated that requirement of establishing an Anganwari Centre was sent to the Directorate of Integrated Child Development Scheme under the Social and Welfare Department. It is further pointed out that there is no allotment of Anganwari Centre to this district. As and when, there is a policy decision; Anganwari Centre would be opened on priority basis. 3. As to whether an Anganwari Centre is required to be opened at a particular place or not, is a matter which falls within the administrative decision of the State. There cannot be any mandamus to open an Anganwari Centre only because the population of the said Village qualifies for the opening of the Centre as norms for opening of the Anganwari Centre are only guidelines and are not mandatory in nature. 4. Consequently, the writ application stands dismissed.
