ORDER : 1. The Writ Petition has been filed seeking to issue a Writ of Mandamus, directing the respondent to permit the petitioner to take part in the Certificate Verification going to be conducted from 25.10.2017 to 27.10.2017 at Villupuram and for issuing the qualifying TET Certificate for making him eligible as per the Notification issued by the respondent during the year 2017. 2. Heard the learned Counsel for the petitioner and the learned Special Government Pleader appearing for the respondent. 3. The request of the petitioner is wholly untenable and unacceptable. The reason is that after passing 10th Standard, +2 and three years Degree Course in English Literature in the year 2014, the petitioner wrote the B.Ed. Examination in June, 2017. Prior to writing of the B.Ed. Examination, he had also written TET held on 30.04.2017. He was also issued with the B.Ed. Certificate on 25.09.2017. In the meanwhile, since the petitioner passed the TET Examination, a Certificate Verification was held on 24.07.2017 by the Teachers Recruitment Board. The petitioner also appeared before the respondent and produced all his certificates. On verification of the same, the results were withheld for want of B.Ed. Certificate. Since in the Prospectus issued by the Teachers Recruitment Board for Tamil Nadu Teacher Eligibility Test (TNTET)-2017, it is indicated in para 2-b that the candidates appearing for the final year examination of B.Ed. during the current academic year (2016-2017) are also permitted to appear for Paper II in Teacher Eligibility Test, it is pleaded that the respondent should have permitted the petitioner to take part in the Certificate Verification. This contention does not carry any merit at all. 4. In this regard, it is relevant to extract the eligibility for appearing in TET Paper II given in the Prospectus hereunder: ''2.

Eligibility for appearing in TET Paper II: Candidates should possess the following prescribed qualifications to write the Teacher Eligibility Test Paper II: a. Candidates who have passed a Bachelor's degree (B.A./B.Sc./B.Litt.) with Tamil, English, Mathematics, Physics, Chemistry, Botany, Zoology, History and Geography as major subjects in their Degree Course or a Degree with any one of the equivalent subjects (Regarding equivalent subjects, Government Orders issued prior to the date of this Notification alone will be considered) from a Recognized University under 10+2+3 Pattern and a Bachelor Degree in Education (B.Ed.) from a Recognized University and seeking an appointment as Graduate Teacher can write Paper II. The candidates with B.Lit. (Tamil) Degree should possess either B.Ed. or D.T.Ed. Or TPT. b. Candidates appearing for the Final Year Examination of B.Ed. during the current Academic Year (2016-2017) are also permitted to appear for Paper II in Teachers Eligibility Test. Such candidates should successfully complete the course in the current Academic Year (2016-2017) itself and should produce B.Ed. Certificate during Certificate Verification, otherwise, they shall not be considered for current year Government Recruitment process. However, they will be issued with TET Certificate after producing B.Ed. Degree Certificate.'' A careful reading of the eligibility for appearing TET Paper II which was given in 2-b shows that the petitioner is not eligible to take part in the Certificate Verification. 5. Yet another concession given by the respondent Teachers Recruitment Board in its Notification dated 13.10.2017 is that the candidates who were unable to take part in the Certificate Verification from 24.07.2017 to 28.07.2017 on account of not able to receive the B.Ed. Certificate, can also take part in the Certificate Verification held from 25.10.2017 to 27.10.2017 at Villupuram and Madurai. 6. In the present case, admittedly, when the petitioner has written the B.Ed. Examination only during June, 2017, he is entitled to take part in the Certificate Verification to be held next year. 7. With the above observation, the Writ Petition is disposed of. No costs. Consequently, connected Miscellaneous Petition is also closed.
