JUDGMENT : 1. Learned counsel for the petitioners states that the petitioners were appointed on academic arrangement basis in Government Polytechnic College, Doda vide letter No.DTE/Poly/101/2016/AA/592-93 dated 24.10.2016 and that one of the identical order reflecting the appointment of the petitioners on academic arrangement basis for academic session 2016-17 is attached alongwith the writ petition as Annexure-B dated 11.11.2016. Prayer in the instant writ petition is to direct the respondents not to disturb the service status of the petitioners as contractual employees till regular selection is made against the posts held by the petitioners as also to pay salary to the petitioners at par with the lecturers appointed on regular basis and performing the same work as is being performed by the permanent/regular employees. 2. At the very outset, learned counsel for the petitioners states that he would restrict the prayer only to a direction being issued to the respondents to continue the petitioners till an appointment is made on the basis of regular selection against the post held by the petitioners. Learned counsel also relies upon Circular dated 22.06.2017 issued by the Director, Technical Education to all Heads of the Polytechnics/Provincial Deputy Directors and Heads of the ITI’s to continue academic arrangements till further orders wherever such academic arrangements were to be discontinued. Relevant extract of the Circular is reproduced hereunder:- ‘On verbal instructions of the Hon’ble Minister for Technical Education/IT/Youth Services and Sports Department, all the Heads of the Polytechnics /Provincial Deputy Directors and Heads of the ITI’s are directed to continue the academic arrangements who where/are to be discontinued till further orders.’ 3. Learned counsel states that the petitioners would be satisfied if the writ petition is disposed of by directing the respondents to adhere to the Circular referred to above. 4. Notice of motion to respondent No.2 only. Mr. L.K. Moza, learned AAG accepts notice on behalf of respondent No.2 and states that he has no objection to the limited prayer of the petitioners. 5. Statement of learned counsel for the parties is taken on record. Writ petition is taken on board and is disposed of by directing respondent No.2 to take action in accordance with the rules and regulations applicable as well as Circular as relied upon by the petitioners.

Needless to mention, it is made clear that in case, Circular in question is in operation, the petitioners shall be continued in service, till such time that regular appointments are made. Petitioners subject to their eligibility would also be eligible to apply for being considered for selection in accordance with the advertisement and be considered for selection and appointment. With the aforementioned directions, writ petition along with MP is disposed of.
